    Factor out vc-dir--set-vc-dir-process-buffer
    
    * lisp/vc/vc-dir.el (vc-dir--set-vc-dir-process-buffer): New
    function, factored out.  Also set vc-parent-buffer in the
    vc-dir-process-buffer.
    (vc-dir-refresh-files, vc-dir-refresh): Use it.
