Tracking ELPA package statistics

As part of presenting Emms at EmacsConf 2023, I wanted download
statistics from GNU ELPA. Unfortunately, that isn't something that GNU
ELPA has.

There is now a bug open on the Emacs bug tracker, looking for a
volunteer: https://debbugs.gnu.org/cgi/bugreport.cgi?bug=50686

I'm presenting it here in case someone feels like this is up their
proverbial alley.
