More wild guesses:

- maybe some Emacs minor mode does it? Any
  configuration for gtags-mode?

- do you happen to use an Emacs package named ggtags
  [https://github.com/leoliu/ggtags]? I think it
  automatically updates tag files per default (see
  'ggtags-update-on-save')
