I am not asking how to generate a PDF file from text.

I was trying to ask if anyone knew an open/free software tool that is
expressive enough to generate the type of tabular text tables I have
created using macOS Number.
Those tables use icons, cell background colors, text fonts, text colors,
line width and colors to express content in a compact form.

Ideally that would be a tool for markup.
The only one I can think of is TeX.
But I'm not sure it's easy to create text in tables with the flexibility
of organizing the text cells, and their background colors and text colors.

The best example of what I'm talking about are the tables I referred to
earlier.
They happen to be PDF, but it'd be nice I could generate them in HTML too.
