C-h f locate gives:

  "locate is an autoloaded interactive native-comp-function in
   ‘locate.el’."

It is part of Emacs, as documented in the Emacs user manual:

  (info "(emacs) Dired and Find")

Try starting Emacs using ‘emacs -Q’ in case you have changed
something that is preventing you from using M-x locate.
