I can't speak too much to the privacy of it (I only have a mild/moderate
threat level), but I have found Mojeek (based in the UK) [1] to work
well in EWW, especially if you add it to `eww-readable-urls'.  It's an
independent search index, and for keyword-based searches it's far more
precise than engines which try to guess what you mean.

You also might find this resource [2] helpful; the forums are a good
aggregator of information on various tools even if you don't agree with
the recommendations.
