That's normal in Debian, that is how Debian works.

Debian doesn't change the versions of packaged software as soon as a
release is declared "stable". Actually /this/ is what "stable" means,
in this context (there are exceptions, but those are few. Sometimes,
there is no other choice to fix a security issue).

So if you want newer Emacs versions, you will either need to upgrade
your Debian (the current stable, 13 aka Trixie brings with it Emacs
30.1, yours, 12, aka Bookworm is from June 2023 and already at
end-of-life, see [1]).

Or, if you for some reason want to keep Debian Bookworm, you will
have to compile Emacs yourself or look into Bookworm Backports [2]
to see if someone has ported a newer Emacs to your distro version.

As to the other questions... I'll defer to others. Not very
knowledgeable about themes.
