RMS' long ago statement that GNU should not be limited by any 10646 or Unicode
brokenness should apply and all of the MATHEMATICAL CAPITAL and SMALL pairs
should be added to Emacs' case tables.  And also to other GNU projects' tables.

It is the right thing to do for GNU's users.
