From the announcement of Emacs 31 RC1:

   "As always, if you encounter problems building or using Emacs,
    send a report to [email protected] with full details
    (if possible, use M-x report-emacs-bug)."

When you use M-x report-emacs-bug, then the command will
begin an email message (in Emacs) that includes many details
about the options that you used to build Emacs 31 RC1.
