Building from source

Is there an ETA for a 2.3.6 or 2.4.0 release? As the next release is
planned, I'd like to engage in a dialog about what it would take to
get JDEE in a shape where Fedora can ship it. It had to be removed
from the Fedora release of the XEmacs packages, and an Emacs package
of JDEE stalled, both because JDEE 2.3.5.1 would not build from
source. The problems were with the Java code, not the Elisp code.
Also, the license for tli_rbl.jar does not allow Fedora to
redistribute it. Is there some completely free substitute for that
JAR that could be used?
