Release 2.4.0

Hello all,

I think we have a stable 2.4.0 currently and I'd like to put out a  
release candidate in the very short term.  I'd like to make Java 1.5  
the focus of 2.4.1.  There are also several outstanding patches that  
I'd still like to see put in the next release as well.

I was also of thinking of keeping the branch model for new fixes to  
release candidates but moving to the trunk for new development.

Let me know if you have a position on any of this.
