Sorry to reply AGAIN, but I FINALLY did get JDEE working correctly with 
Xemacs 21.4.20 using this init.el -

(add-to-list 'load-path "c:/java/emacs/cedet-1.0pre4/semantic")
(add-to-list 'load-path "c:/java/emacs/cedet-1.0pre4/speedbar")
(add-to-list 'load-path "c:/java/emacs/cedet-1.0pre4/eieio")
(load-file "c:/java/emacs/cedet-1.0pre4/common/cedet.el")

(defun my-jde-mode-hook ()
  (c-set-style "bsd")
  (setq c-basic-offset 4))
(add-hook 'jde-mode-hook 'my-jde-mode-hook)

Now I just have to figure out how to actually use the JDE features!
