How to set the Emacs to display Japanese Character.

I have emacs 21.2.1 on Unix HP11.0.   I am trying to view a file with
Japanese Character in it.   What are the step I need to do to view these
character in Emacs. I tried going to the Option Menu and selecting Multi
Language Environment then choosing Set Language and picked Japanese.  This
doesn't seem to do anything.
