That wasn't clear before, I thought you were using the Mozilla Mail
and News client, so I was surprised that its MIME support was not
working.

If you are using webmail, then the problem is likely to be with the
webmail server software, and it will need to be fixed there. The
server is likely wrongly assuming all input is ISO-8859-1. It is a
common problem since the original authors of the HTTP RFCs specified
ISO-8859-1 as the default character set.
