C-Return no longer working in

According to James documentation (html vsn
http://dpawson.co.uk/relaxng/nxml/nxml-mode.html)

C-Return, with validation on, should auto-complete.

This seems to have been lost.
I'm getting <C-return> is undefined in the message buffer.

In the settings I see

Nxml Bind Meta Tab to Complete Flag: on
'Non-nil means use nXML completion.

So it seems to be on, yet is not working in
24.3.1

I'm thinking about reverting to emacs 22  and change
back to use the JC nxml-mode. Has anyone done this?
