bug#2073: 23.0.60; rmail-toggle-header shows an empty line at top

When I type t in RMAIL buffer, an empty line is always shown
at the top of RMAIL buffer.

And, that toggling takes effect even for the other messages.
Previously, toggling takes effect only in the current
message.  Though, at the moment, I'm not sure which behavior
is better.
