bug#2299: 23.0.90; settings in Xresources not applied when emacs --daemon used

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I launched emacs with --daemon option then I execute emacsclient -c
and the settings in my .Xresrources file are not applied.
Things like Emacs.menuBar: off
