bug#3186: 23.0.93; obsolete elc file in distribution

emacs-23.0.93.tar.gz still contains the obsolete file leim/quail/hangul3.elc

The corresponding el file was removed on 2008-06-30 (the rule to build
the .elc was removed earlier on 2008-06-03)

I don't know how this is happening, but shouldn't releases be built
starting with "cvs export RELEASE_TAG" into an empty directory?
