bug#3204: 23.0.93; NS frames get unhidden after exiting a TTY frame

usually do not have translators to read other languages for them.

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

First hide Emacs' main NS frame (Menu: "Emacs > Hide Emacs").

In a terminal, start "emacsclient -t".  Now exit that TTY frame using  
"C-x 5 0".

Expected behaviour: TTY frame exits, no side effects.

Observed behaviour: TTY frame exits, NS frame is unhidden and made the  
front window.

For those of us who routinely hide inactive apps on OS X, this makes  
the TTY support
decidedly annoying to use.


If Emacs crashed, and you have the Emacs process in the gdb debugger,
please include the output from the following gdb commands:
     `bt full' and `xbacktrace'.
If you would like to further debug the crash, please read the file
/Applications/Emacs.app/Contents/Resources/etc/DEBUG for instructions.
