bug#3671: 23.1.50; gnu_xpm_bits not defined for USE_GTK

Compilation failed in src/xterm.c as gnu_xpm_bits wasn't defined for
USE_GTK.

I had to change src/emacs-icon.h:24 from

    #if defined (HAVE_XPM) && defined (HAVE_X_WINDOWS)

to

    #if defined (USE_GTK) || (defined (HAVE_XPM) && defined (HAVE_X_WINDOWS))

to get it to compile
