I disagree that it's necessarily desirable to have to go to the net to
edit a file, if that's the issue.  Assuming this is a DTD reference,
I'd rather grab a copy once and have the catalogue point to it.
Anyway, you presumably want the compiled version of DTDs for other
than one-off edits.  (Sorry if that isn't the issue.)

I don't generally want tools fetching URLs more-or-less behind my back
even if it's not the result of `web bugs' specifically.

If that means that using url-handlers.el in the url package doesn't
work to find system identifiers, it would be good to report a bug.
(Try the version in Emacs CVS, which is where it's maintained now.)
PSGML shouldn't do anything special itself.
