Can't help you directly with this; make-char-table on XEmacs indeed
takes only one argument, not 2.  But psgml doesn't use make-char-table
directly, maybe there's something else in your setup that triggers this?

Anyway, if you don't need the newest version of psgml [1], you can
install version 1.2.2 of psgml (XEmacs package version 1.35) using the
package tools, see [2] for instructions.
