XHTML 1.1 and PSGML

I saw the question asked a while back, but never found much of an
answer on it, mostly just that people banged there head on it and gave
up, but... Is there any active work on getting XHTML 1.1 and PSGML to
work together?  Mostly I'm curious about getting DTD validation and
what have you going.  It's, of course, trivial to do things like have
the XHTML DOCTYPE inserted and, in XML mode, the simplest of
validation will work on the document, say, having <hr> instead of 
<hr />.  However, it doesn't seem to be able to do more advanced 
checking as I'd like.
XHTML 1.1 has, not only the base xhtml11.dtd, but also a ton of .mod
files and when I attempt to compile the xhtml11.dtd into a cdtd for
use by PSGML, it fails with a bunch of undefined entities.
I'm more than happy to make all of these .mod files available as well
as the DTDs if anyone has a mind to take it on, but I'm rather hoping
someone has done some work on this and is willing to share.
