The problem is right here. Very strange. If the status line say "XML" 
then it should be the right mode. (Unless there is another xml-mode, 
hmm...)

Emacs has a  M-x list-load-path-shadows  that you can use to see if 
there is another version of psgml in the load-path.

Could you do a sgml-submit-bug-report from the buffer with 
"LEDATutorium.xml", and send the result to me. That gives me a dump of 
some of the PSGML variables.

They are inserted in lower case because the sgml-general-insert-case's 
value is lower and sgml-namecase-general is true (it should be nil in 
XML).
