trouble with split document and markup element selection

Hello,
I have the following footer in my seperate chapter files:

And the following header in Grass_tutorial.xml:

When I load a chapter file into psgml-mode in emacs, the element selection does
not function properly. When I type 'C-c C-e TAB' I can chose from the entire
list of all existing elements in DocBook i.e. it lets me insert a 'book' element
into a 'para' element. And when I try to insert an element via the menu
Markup->Insert Element) it tells me 'No valid element at this point'.
What am I doing wrong ? In the parent document everything works fine.
I am using Emacs 21.2.1 and psgml.el version 1.2.4 both in form of Debian packages.
