Success: if I *both* set the env var SGML_CATALOG_FILES, and use, in 
.emacs, 

(setq sgml-catalog-files '("CATALOG" "/usr/pkg/share/sgml/catalog"))

then I get the functionality I want: the public identifier is parsed to 
find the right dtd, and the Validate command "knows" about the catalog's 
location.
