I see. My approach seems to be quite unnecessary, since
sgml-validate-command is only used in psgml-mode, and I produce it
locally every time psgml-mode is invoked.

However, is it possible to declare the default value before any
psgml-code is loaded?

Hell, no .... another very obvious thing. Sounds like such a master
catalog should be something to maintain carefully.
