Right, I have learned this already from Peter Flynn in the meantime:

    <?xml version="1.0"?>
    <!DOCTYPE book SYSTEM "tdtd.dtd">

And the "<?xml ..." line makes psgml know, that we it is an xml dtd, right?!
Or because it's referred to from a file in xml mode?
