Bug in dealing with external entities?

Hi,

take the following fileheader as given:

<?xml version='1.0' ?>
<!DOCTYPE book PUBLIC "-//OASIS//DTD DocBook XML V4.2//EN" 
"http://www.oasis-open.org/docbook/xml/4.2/docbookx.dtd"
[
<!ENTITY kapitel1 SYSTEM "kap1.xml">
]>
...

&kapitel1;

...

It seems so, that psgml can't deal with it. Indentation doesn't work and
hitting C-c / reports:

XML forbids data-entity references in data or DTD.

Is this true? see:
