AFAICT, the official psgml doesn't use font-lock at all.  The version
distributed with XEmacs basically sets HTML (!) font-lock defaults into
use for xml-mode [1].

To enable psgml's built-in syntax highlighting, you'll need to have a
DTD declared in your XML and available for psgml.  And have
sgml-auto-activate-dtd set to t.  Someone please correct if I'm wrong.

[1] Yes, I know, Baaaaad.  We're working on a better solution.  (I've
been told that without the current "solution", we used to get a *lot* of
bug reports about syntax highlighting not working in xml-mode...)
