trouble with document fragments

Hello,

I'm having trouble getting psgml to recognize DTDs for doc fragments.

I've tried setting "sgml-doctype" to the top-level file that has the 
DOCTYPE decl. No dice, sgml-parse-prolog chokes on the first element b/c 
it's not the top level.

I've also tried setting "sgml-parent-document" as follows:

("path-to-doc-with-DOCTYPE"
  "top-element-for-doctype"
  "first-element-in-fragment")

No dice. I'm probably misunderstanding how to use sgml-parent-document.

Does anyone have any suggestions?
