troubles installing psgml/cygwin

Hi everybody,
I installed emacs psgml mode  on Windows NT using Markus Hoenicka's
excellent guide with the following components: cygwin, emacs, PSGML and
TDTD, DocBook XML. I'm tring to use PSGML mode on simple sgml documents, but
it doesn't seem to work with all functionalities.
For example MARKUP menu doesn't appear at all (I have only SGML menu) and
shortcut keys don't work. Syntax highlighting is OK.
Did anybody have the same experience?
