While this is in some sense true, even the W3C Note on the subject
(http://www.w3.org/TR/NOTE-sgml-xml-971215) contains two SGML
declarations for XML -- one using the Web SGML Adaptations Annex and
one not. And clearly any declaration which limits capacities and
quantities (which are not limited in XML) to 9999999 is essentially
the same as one which limits them to 99999999 for most documents.

But more importantly, I think that the SGML declaration nsgmls wants
you to use for XML is *not* the same. I don't understand this fully,
but I think this is because nsgmls is not truely XML software, but
rather SGML software with XML limitiations as an add-on. The
difference seems to be in the characters listed -- according to a
comment in mine, SP can only handle 16-bit characters.
