trouble running PSGML in XEmacs

Hi - I'm running Xemacs 21.4 on XDarwin (OS X). I installed PSGML, but 
when I try to invoke it I get this error:

Wrong number of arguments: #<subr make-char-table>, 2

I can't figure out why. Any suggestions would be appreciated.
