To be honest I think in the INSTALL file or README file it states that these
instruction assume you are using emacs 24.

I just think that any new versions of CEDET should also work for emacs 23 is
all because a lot of people still use 23 (and lower, perhaps). For example,
a number of people have not made the leap from ubuntu 12.04 versions to
14.x. Of course, you can pull down emacs24 manually.

Anyway, at work I run a virtual machine which can compile CEDET and then
just run the new compiled elc over to my windows developer machine and it
all works.
