semantic-idle-scheduler-no-working-message documented but commented out

Hello Semantic Readers,

I was annoyed by semantic parser messages in the minibuffer covering up
flycheck messages when point is at a flycheck error. So I found
semantic-idle-scheduler-no-working-message in the documentation[1]. Sadly,
I could not find it in customize. So checked lisp/cedet/semantic/idle.el[2]
and saw the part where semantic-idle-scheduler-no-working-message is
checked is commented out.

I found commit 9573e58b[3] which indicates it has been commented out from
the beginning.

Does anyone have an idea why it is commented out? I did not find anything
in the mailing list archives besides [4], which contais a patch where the
relevant part is apparently commented in.
