[NonGNU ELPA] Scroll-On-Jump version 0.3

Version 0.3 of package Scroll-On-Jump has just been released in NonGNU ELPA.
You can now find it in M-x list-packages RET.

Scroll-On-Jump describes itself as:

## Summary:

  Lets users call any existing function that jumps to another point,
  adding additional (optional) scrolling functionality.
