This is what I do on Windows, and it works very well as long as 
two things are true:

1) You're actually using the Windows version of ssh. If you've 
fiddled with your PATH you might be picking up a version from 
cygwin or git bash (which is mingw) so that's worth checking

I still have problems with password prompts too, so I use sftp in 
Windows terminal to upload an authorized_keys file first and then 
use TRAMP "forever more" after that.
