I have no experience with the fish shell, but the Tramp manual
recommends it slightly different:

When using fish shell on remote hosts, disable fancy
formatting by adding the following to
‘~/.config/fish/config.fish’:

     function fish_prompt
       if test $TERM = "dumb"
          echo "\$ "
       else
          ...
       end
     end

Could you try this?

If it doesn't work, please start a new Emacs session as

--8<---------------cut here---------------start------------->8---
# emacs -Q -l tramp --eval '(setq tramp-verbose 10)'
--8<---------------cut here---------------end--------------->8---

Rerun your test, and when it fails, send the corresponding debug buffer
here.
