tramp/emacs not opening remote directory with rights = d----------- even for root user

Hello,

i am posting here, since  i cannot find any information about my problem 
anywhere.
please forgive me if it is not the correct canal.

i am using emacs/tramp  for years now to manage files on my remote servers.
i recently discovered an annoying change of behavior  with the tramp 
2.6.3.pre   ( packaged with emacs 29.3 )

when  i try to open a remote directory ( as user root ) which has the 
following unix rights :  d---------   ( so basically no rights at all  )
emacs complain with "reading directory: permission denied"  which should 
not be the case since i am connecting with root user.

it was not the case with emacs 27.1  ( dont know how to get the tramp 
version of this emacs ) , it was able to open such directory
( when connecting with root user of course )

this is particularly annoying with synology servers which have a 
specific rights management ( not unix standard )  and which top share 
directory
often have d---------+  pseudo unix rights

i should add that when connected by ssh to those synology servers ( as 
root )  you can "ls -l" such directories without issues, so should i do 
so with tramp.
