I've also tested this for the case of the 'empty buffer' option, although I'm puzzled what exactly that option is meant to achieve and how a user would normally use it interactively. For my test, what I did was evaluate `(w3m-copy-buffer nil nil nil t)` from the minibuffer while in an emacs-w3m session, and then view that new tab's history.
