The point is that w3m and emacs-w3m do correctly display the url, and the error message is encountered at some point after the url is correctly displayed, when emacs-w3m attempts to find the anchor in order to place POINT there. In the OP's case, the page content including the anchor itself is constructed by some javascript, so emacs-w3m correctly displays a blank page and cannot find the non-existent anchor.
