FWIW, I cannot corroborate this behavior. It works for me as expected. Win 7 Pro 64-bit, SP1 GNU Emacs 24.1.1 (i386-mingw-nt6.1.7601) of 2012-06-10 on MARVIN Maximized Emacs by clicking the Maximize / Restore button in the upper right corner of the window.
