Are there install or use instructions anywhere?  My question is how to 
__integrate__ my Windows tortiose-svn with emacs.

I tried a trivial load-library  ... svn.el.

Basic commands fail:

vc-ensure-vc-buffer: File c:/Users/IBM_ADMIN/filename.c is not under 
version control

vc-deduce-fileset: No fileset is available here
