Two archives, which to choose?

Hello,

There are two emacs archives for 64-bit Windows at the GNU FTP site to 
download, one called emacs-25.1-2-x86_64-w64-mingw32.zip (sized around 
91 mb) and another called emacs-25.1-x86_64-w64-mingw32.zip (sized 
around 49 mb). What is the difference between the two please, so I can 
guess what to use?
