Windows 7 catches wheel down as scroll, not mouse-2

2009 thread, but the old answers didn't work.

I have a new Win 7 with a center mouse wheel.  The default is scrolling, 
and emacs doesn't see the mouse-2 event.

The control panel has many other options for the wheel (C-C, C-x, 
delete, ...) but none seems correct.

How do I tell Windows to send the event on to emacs as mouse-2?
