Installing emacs 26 - what pieces do I need

In the https://mirror.clarkson.edu/gnu/emacs/windows/emacs-26/ 
directory, there are 7 zip files.  None of the names agree with the 
README up one level.

I tried several, but all seemed to be missing pieces.

1 - Is there a zip file that includes everything?
2 - If not, what combination do I need?

I'm looking for the precompiled binaries, not source.
