libgccjit

Hi,

I have tried installing libgccjit in msys2 and adding it to the path,
but somehow the version of emacs-30.1 installed in the standard location
does not recognize it.

I have read elsewhere that there is a one-to-one mapping between emacs
and the version of libgccjit it was built with. The fact that this is
the case seems to be illustrated by the fact that installing emacs
*inside msys2* fixes the issue.

However, since this is not really the way Emacs is distributed, I am
wondering why this library is then not included as part of the standard
zip file.
