Problem: ECAT files not honored

It seems that the PSGML that comes with XAE does not honor ECAT files:

- if I put the PSGML (compiled or interpreted) of XAE in the load path
(with or without loading XAE), ECAT files won't be honored in XAE mode

- if I use the system install of PSGML, ECAT files are honored in
xml-mode

Where would I start in chasing this down? I am using xae-1.0beta8.
