newbie: why old PUBLIC id for docbook docs?

Hi,
XAE is just what I've been looking for - thanks! Using XEmacs (21.4.8
"Honest Recruiter") on Win2000. M-x view-as-html successfully executes the
XSL transform (though it doesn't find MSIE6 - not a big deal).
Any reason why the PUBLIC id is
<!DOCTYPE article PUBLIC "-//OASIS//DTD DocBk XML V4.1.2//EN"
"file:///d:/apps/XEmacs/other-packages/xae-1.0beta8/doctypes/docbook/docbookx.dtd"
[]>
I was expecting
<!DOCTYPE article PUBLIC "-//OASIS//DTD DocBook XML V4.1.2//EN"
"http://www.oasis-open.org/docbook/xml/4.1.2/docbookx.dtd">
What is the advantage to referencing the local rather than OASIS' copy of
the DTD? And on a wholly inconsequential note - why DocBk rather than DocBook?
